It has been long debated whether the use of marijuana or cannabis for medical purposes should be legalized. Is it a cheaper and safer alternative for western medication, if used properly. It is found out to to effective in alleviating symptoms of chronic diseases like cancer, multiple sclerosis, among others.

However, Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, classifies marijuana or cannabis as a dangerous drug.

Just today, though, a panel of House of Representatives has approved a measure 
seeks to allow patients with debilitating conditions to use cannabis or marijuana.

The bill that was authored by Isabela Rep. Rodolfo Albano seeks to start Medical Cannabis Compassionate Centers (MCCC) to be licensed by the DOH. It will only be available on accredited hospitals, specialty hospitals and also private tertiary hospitals. And it will only be dispensed to qualified patients and caregivers.


The only ones allowed to sell and dispense the substance are pharmacists with S3 license that is issued by PDEA.

The bill also seeks to start the creation of the Medical Cannabis Research Facility and Safety Compliance Facilities. This will be where medical and scientific researches on the medical use of marijuana will be conducted.

As an added precaution, the bill also seeks to require the patients that are qualified with delibitating medical conditions to be certified by their physicians and be issued with identification cards by the DOH.

The primary role in monitoring and regulating the dispensing of substance in health facilities will fall under PDEA.
